The regulation for TM30 reporting does not mention any amount of time. If you enter with a re-entry permit for a extension of stay or a multiple entry visa a TM30 is not required after entering the country. It is only needed if you enter with a new visa.

What category of visa did you apply for. Do you non-o visa or a OA visa issued by a a embassy or consulate. If you actually applied for a one year extension of stay based upon retirement issued by immigration. That can only be changed to a different reason for a extension when it near to the day it expires. You can get a work permit and work with a non-o visa or extension of stay based upon marriage to a Thai.

Only 2 visa exempt entries are allowed per calendar year. No problem to do the allowed 2 of them. -
It was approved by the cabinet on Tuesday of this week.

There is no 45 day visa on arrival. It only for 15 days until October 1st when it will go up to 30 days and it only for those from a few countries. The 45 days is a visa exempt entry that can be extended for 30 days.

Entries by air and land will be 45 days. -
No They will look at your history of entries where you stayed on a visa exempt entry for the entire allowed stay plus a extension and then left to get a another entry. They don't have a fixed rule since some people make frequent short trips for a short stay in the country. There are people that use them for business reasons or working outside the country and return for their breaks from work.

In 2015 I would assume you used a letter from your embassy to prove you income to apply for the extension. In December of 2018 immigration issued a order allowing the income option to proven by transfer in a Thai bank for 12 months. It was done since at least 3 embassies (UK, USA and Australia) stopped issuing a proof of income document. If can still get that proof from your embassy you can still use it.

It appears you got a 30 day visa exempt entry. A tourist visa allows a 60 day stay. You can apply for a 30 day extension at immigration in Patong.
