    Must an offender accept the Police position that an offence has taken place, or can the matter be decided by the Courts? Surely the Police can not act as "Judge and Jury".

    I would definitely go to the tourist police. Print out your screenshots of your conversation so they have something "solid" in their hand when they make contact with the property owner.

    A "Sub-committee" is not what's required to fix the overpricing problem. The PM just needs to remind his Police to do their job properly.

    Let's hear about the Government officials who approved the new land titles at the time. Surely, they are culpable.

    How about sending every policeman out for an hour later this week and arresting those illegally overcharging for tickets. And next month doing the same. I think the issue could be fixed quickly. I often pull off five tickets and hand over 400 baht and enjoy the discussion about the sale price printed on the tickets.

    Also "Face" is such an important thing in Thai culture. You can't have a teacher losing face because he / she does not know the answer to the questions.

    I have been involved in appeal cases here in Thailand and the story is correct. Any appeal can only be considered based on the evidence provided at the original hearing. The appeal is really about the original interpretation of the evidence. If new evidence were going to be provided, then it would need a new trial.
