I wonder if Thai people do respect POLICE and other Thai Government workers who they all know are so corrupt and often use their position to their own advantage ?

Earlier this year the Government mandated that pharmacies could not open unless they had a qualified pharmacist on site.
So I suggest there must be a shortage of trained pharmacists that may be causing this problem. ?
I live on Samui and spend less than that so I would suggest your friend could live anywhere in Thailand on 60,000 Thai Baht per month. I include rent, food, Wi Fi, electricity, motorbike petrol, and at lease two large bottles of beer per night.

Why do the police allow bikes with no plates on the road ? How could they possibly track the ownership ?
