If you have Skype why doesn't your daughter install Skype on her smartphone? Skype to Skype is free regardless the platform assuming both parties are using an Internet connection. Ditto Line.

My only caveat with Linux in the office, is that you check carefully on compatibility before purchasing printers and scanners, most these days will work plug n play with Linux, but not all.

What sort of business is it for?
If just emails, word processor and spreadsheets - general admin, and you're not needing some specialist software that only runs on Windows, then ditch Windows and MS Office for Linux Mint and Libre Office. That takes 10K off the bill, as said in previous posts, you can lose the graphics card taking a further 5K off the total.

I think it's just down to location. Songkhla and Satun are landing points for the submarine cables that connect Thailand to the outside world, consequently there is a substantial data pipeline from the south, up the peninsular, linking Bangkok; Hat Yai sits on that main backbone.

My test this morning
TOT local 89/24 testmy.net Singapore 57 / 12 London 13 / 1.1 . ( slightly better than normal ) . I noticed that your tests were carried out mid morning , do you get similar results at the busy times e.g. early evening ?
I live in Hat Yai city so plenty of users here. Results are pretty good throughout the day, and seldom have buffering issues. Below are the Singapore and London results from this evening.

I have a 'Forth XG Serie' fiber modem supplied by TOT, I replaced the under-performing ZyXEL wireless router that TOT supplied with my own Linksys WRT320N wireless router. I subscribe to PureVPN and use the desktop app for Windows and manual configuration for Linux. The VPN isn't configured on the router. PureVPN are a little hit or miss at times, connecting to the UK for TV content has been increasingly patchy as the BBC play spot the VPN node. Consequently last year I've opted to pay for a VPS in the UK. My PureVPN subscription renews in October and I may well switch to a different provider, I was with NordVPN previously and may go back to them, or pay a little more for ExpressVPN.
The problem with all Thai ISPs is the quality of connection and/or standard of customer service varies radically across the country. Many rural areas just suffer from poor infrastructure, whilst urban areas can have good infrastructure but be oversubscribed, add to that the staff locally are either under-qualified or overworked. Luckily Hat Yai has good infrastructure, qualified staff and the population isn't overtaxing the network or the engineers.
I can't say I've noticed any throttling by TOT to overseas connections. Just running some test you can see I get good results without a VPN. Adding the VPN or VPS to my connection invariably degrades my connection speed.

Depends where you live.
Living in Hat Yai I'm perfectly happy with TOT, been with them for over 13 years, from dial-up, through ADSL to fiber. Currently we have the 100/50 package for Bht700 per month. Via LAN to the router I get better than the package speeds locally, connected with a VPN to Singapore I get 80/40, and to the UK 60/30. Through the powerline network up to the 4th floor, locally I get 80/45, with VPN to Singapore it's 60/30, and VPS in the UK it's 45/25.
As for Android boxes being illegal, mini-PCs with either Windows or Linux OS running Kodi aren't illegal. I just switched my two year old H96-Pro Android box for an Asus VivoMini VM45.

There's very little to get frustrated about if all you're wanting to do is browse the Internet, read your mail, Skype, and do a little word processing or build a spreadsheet. Linux Mint is very easy to install and manage. With the latest version 19 you can set it to update automatically so there's little to do. As I said my 8 year old granddaughter is comfortable using it, as is the wife, better yet, they can't break it.

After looking at the options of another Android Box or a mini-PC running Linux or Windows I ended up buying an ASUS VivoMini VM45 running Windows 10. Initially I was thinking of an Intel NUC running Linux Mint but I've recently had issues with getting Kodi apps to run properly on my Linux desktop, so took a little more time to search out other mini pc alternatives and came across the ASUS Vivo range. Better specs and cheaper than the NUC range when you consider it includes the OS license.
With an Intel Celeron 3865U CPU and Intel HD 610 graphics it will run 4K graphics on my Samsung 48" JU6000 flatscreen with a resolution of 3840 x 2160. Windows 10 lets you adjust scaling so you can see the icons and text so the screen is fine and I can interact with a simple Air Mouse. There a 500Gb 7200rpm HDD so plenty of space for music and video files. At 190 x 190 x 56.2 mm it's a bit bigger than a standard Android box, but it's not an especially big box. The installed Windows 10 Home license is legitimate.
I've got Kodi with the Incursion and the Magic Dragon plugins which let me watch most of what I want, and using a VPS in the UK I can connect to the BBC iPlayer, ITV Hub, My4-All4 and My5 all of which stream nicely. The ASUS box is connected via an RJ45 connector and a AV1200 Poweline adaptor to my TOT Fiber2U 100/50 Internet connection. Locally I get about 80/45 via the Powerline, to Singapore it's 60/30, and to the UK it's 45/25 - so plenty fast enough for streaming.
At Bht10,990 from InvadeIT it wasn't the cheapest option, but it's more future proof than the average Android box, as a fully featured Windows 10 mini desktop it isn't classed as a 'naughty media box' and it comes with a 3 year warranty.
Certainly worth considering if you're looking for a home media centre.

Are they both using the same operating system?
I know with my Win 7 desktop if the Internet goes off, I usually need to disconnect and reconnect to the wifi router to get an Internet connection, whereas my Linux box just reconnects without a fuss.

In that case just subscribe either to a Skype package as suggested previously, or just use Skype-Out and buy some credits; cost of a call to landline or mobile in the UK from Thailand is 2.3¢ per minute.
