It's really quite pathetic for a 10-star general to do that kind of thing. Anyway, once he has found his composure, after kissing a frog or two, here is the solution: city planning - fire the whole incompetent lot and hire experts (no, not nephews). Littering - fine for littering 10,000 baht or more. Drainage system - stop the submarine purchase and use the money to improve the drainage. How to implement? Article 44 + cojones.

summarizing the police fact-findings:
1. He is a severe breacher of some sort of police code.
2. He is a lesser breacher of another code.
Now, what about the other fact that found him in possession of fake license plates... no mention of that. Maybe because this fact was not found by the fact finding committee, and can therefore not be considered a code breacher?

it is so much easier to amend the law to ban foreign gun ownership and then look like as if they have actually done some gun control, as opposed to restricting everyone (Thais included) from owning guns - now that would be unpopular and that's one thing the government doesn't want to be.
