FBI / Law enforcement agencies are trained to not step in front of a vehicle. I would assume it is unlawful for an armed officer to fire into a vehicle from the side and kill an unarmed civilian. I don't believe the mass killing was motivated by events in Gaza. The killers evidently subscribed to ISIS ideology e.g. displayed the ISIS flag on their car windscreen.
