Why ask me?  I didn't suggest the larger farmers shouldn't pay. I merely made suggestions the authorities could also tax the sun and the wind.

I don't have experience with large farmers.  However I have spent time with friends families that have small farms, about 25 to about 100 rai.  Very nice people but their standard of living was quite simple.  If they had to pay extra for water I think that would break many of them.  interestingly, in the USA farmers are paid by the government to not plant or destroy harvests.
