Rain that falls from the sky is not taxed, but it is rarely sufficient. Rain that falls elsewhere has to be collected, stored and distributed, which costs money. Is asking those with larger farms to contribute too much?

Why ask me?  I didn't suggest the larger farmers shouldn't pay. I merely made suggestions the authorities could also tax the sun and the wind.

If farmers have to pay the government for water, the government must guaranty supply when need by the farmers!

I don't have experience with large farmers.  However I have spent time with friends families that have small farms, about 25 to about 100 rai.  Very nice people but their standard of living was quite simple.  If they had to pay extra for water I think that would break many of them.  interestingly, in the USA farmers are paid by the government to not plant or destroy harvests.
