A reservoir breach in Surin has caused widespread flooding in Kap Choeng District and damaged the local road.

Surin Provincial Royal Irrigation Office chief Prateung Wandee said that water broke through the Ban Sawangniyom Reservoir on Wednesday evening, causing a flash flood downstream.

The office has issued a warning for people in Tambon Nongyai to prepare for a flood.

An inspection of the scene found that water had cut a 20-metre wide by four-metre deep swath through the reservoir’s earth dyke and destroyed the local concrete road on the dyke.

Prateung said officers were working hard to fix the dam and it was expected to resolve the problem within five days.

Their just trying to keep things "current"

In all seriousness, it's nice to here about something like this without hearing about loss of life.

Has anybody seen anything of high quality in Thai government projects around the country?

It's almost impossible to build a dam that won't fail if the water starts to flow over the top.  Even rodent burrows can spell disaster.   Controlling nature over a long time is a doomed goal.

But mitigating the effects is not!

Even a Beaver builds a "spill way" by pass in the event his dam becomes to full and could destroy his home and food supply. He repairs and inspects the dam continuously after all it is his home and food supply that is at stake!

Back to basics, this is not rocket science.

Two questions, here, for me. Since the report doesn't state that the reservoir actually overflowed over the rim of the dam:

Q1, was it an overflow or simply a breaching of the earth ridge, due either to weight of water pushing against it or poor quality design/construction. Earth dams, though very low-tech, should remain intact, provided overflow is prevented by outlet control and design and construction follow the simple and age-old rules.

Q2, How many years did this dam do its job?

Someone should be held personally responsible. The dyke should have never broken.

If  the water were hi enough it should have flowed over the dyke without destroying it.

Dream on ?.

Personal responsibility is an alien concept in ?? Thailand.
