Excuse me for raising this topic again (though the rules change frequently) but my neighbor-on a retirement extension- is moving house within the Pattaya area in the next week and  has asked me which form he or the new landlord needs to fill in, what copy documents are required  and any other formalities needed?

His new landlord is a Thai, so does he need to go with him to immigration?

(reporting office is Jomtien).

The landlord will need to complete a TM30 form with signed copies of their house book and ID card attached.

Your friend will likely need a copy of the rental agreement with same copies attached.

Your friend can submit the TM30.

I did exactly this fairly recently at Jomtien.  Two pieces to add to UJ's good info:

 

I asked ahead of my move, and was told I had 3-days to report the move (vs 24 hours).  This may be to allow for weekends, so I would not count that as "3 working days" - but rather, "3 days total." 

I rented my new location weeks in advance of moving-in, to allow time for improvements and an easy transition.  I did not report the move to Jomtien until the day after my first night sleeping at my new location.  To explain this, I brought my old lease showing my "move out" date was the same day I filed my new TM-30.  This was accepted after consideration and scrutiny of the dates.  Without the old lease, I am fairly certain I would have been fined for taking too long to report.
