There is a possibility to get a non "O" visa 3 months, based on Thai Child, without any legitmization in PP ?

 

and how about the tourist visa, so a recent bank passbook with ~35000 THB, and fly in/out is enough ?

Not sure you can get a single entry non-o visa based upon being the parent of a Thai in Phnom Penh. Either location in Laos or Penang will issue them.

A single entry tourist visa is possible there but best to use an agent or it can take up to 4 days to get it. The want to see the equivalent of $1000 in a bank to apply for it.
