In those moments they can override normal plans, evacuate him, restrict access, or give orders to people around him in order to keep him safe. That is standard procedure for any U.S. president. The military chain of command stays under the President, but his personal bodyguard detail (Secret Service) runs the protective response on the ground. It is established by law.Under 18 U.S.C. § 3056, the United States Secret Service is specifically authorized to protect the President. This statute gives Secret Service agents the legal authority to take the actions necessary for that protection, including controlling the immediate security environment, restricting access, evacuating the President, and issuing orders in real time when a threat exists.
