Ministry considers separate inquiry into doctor charged with attempted murder of security guard after collision last Friday.


SENIOR PUBLIC Health Ministry official Dr Yorn Chiranakhon might face a disciplinary inquiry if a fact-finding committee’s investigation deems he was driving while intoxicated last Friday during an incident in which a security guard was seriously injured.

 

Police allege that Yorn’s car hit a security guard in Nonthaburi’s Muang district, and then dragged the man along the road for about 20 metres. 

 

Yorn currently faces five charges linked to the incident. These include a new charge filed by police yesterday of reckless driving causing injury to another person and fleeing without stopping to help the victim or alerting the authorities.

Public Health Minister Dr Piyasakol Sakolsatayadorn yesterday said that he had instructed a fact-finding committee led by inspector-general Dr Natthawuth Prasertsiripong to quickly come up with facts for consideration on how to proceed with the case, which has attracted a lot of public attention.

 

Piyasakol said the fact-finding panel is tasked with determining if there are grounds for disciplinary action, what damages were caused to the civil service and who should be held responsible. It had no authority in regard to criminal procedures.

 

The panel would check whether Yorn was intoxicated while driving at the time of the incident and may take police information into consideration. If it was deemed a matter of drunk driving, a disciplinary committee would be assigned later, Piyasakol explained.

 

Earlier yesterday morning, Yorn went to meet Muang Nonthaburi precinct investigator Pol Captain Suwat Saneha to hear the additional charge, which he denied. He said he didn’t flee the scene and was ready to contest the case in court.

 

Yorn was previously charged for four offences: reckless driving causing serious injury to another and property damage; drunk driving; resisting a police order and refusing to take an alcohol breath analysis test; and “premeditated” attempted murder, according to police.

 

Acting national police deputy chief Pol General Weerachai Songmetta also joined the interrogation of Yorn at the precinct before he was slated to visit the wounded guard Somchai Yamdee, 22, at Phra Nang Klao Hospital.

Weerachai was joined by a group of business people who wanted to present Bt50,000 in assistance money to the guard’s family.

 

According to hospital deputy director Dr Sakol Sukphrom, Somchai was recovering with normal blood pressure and a lowered fever, although he still depended on a respirator and was being fed intravenously. 

 

Public Health Minister adviser Dr Kittisak Klabdee visited Somchai in hospital to check on his recovery.

 

The car involved in the incident was registered under the name of housewife Sukarn Saesow, 52. Yesterday, she gave ownership documents to police.

 

She did not comment to reporters and she told police she had nothing to do with the incident.

 

Sukarn said she had known and trusted Yorn for years. She said he bought the car, which remained under her name, in 2012 under the “first car” scheme for low-income earners and he had used the car ever since.

It explains a lot about the case. This guy was so cheap he wouldn't pay attention.

Wow! They deem he was intoxicated. Who cares? He refused to be tested. There is only one reason a person would refuse a sobriety test - they’re intoxicated. 

 

If you refuse a sobriety test, by default you should be marked down as being the highest level of drunk on the scale. Your fine should increase considerably and if your offence qualifies as a prison sentence, slap a few months or years extra on depending on the severity of the crime. 

 

Send a strong message out - you can refuse a sobriety test - but you’re obviously hiding something and we will come down on you like a ton of bricks. There’s now ‘zero’ reason to refuse. 

Look on the bright side here. 15 years ago actions like this would be brushed under the table and the drunken hiso would go scott free :)

Mobile phones with cameras and social media. Would be exactly the same today if it weren’t for people being more informed. 

 

Education is the key. Educate a person well (or at least to ask questions and think freely) and then ask them if they like having to be subservient in a culture so obsessed with heirarchy. The answer would be a stern ‘no!’.

And exactly what has the ownership of the car to do with, that the deranged doctor ran over a security guard. Now we are trying to thow us of the real case again.

A minor observation, but if the the guy was drunk whilst driving out of the car park, he was quite likely drunk whilst he was working. I would be concerned that his judgement was impaired whilst making important decisions.

Headache. Having enough trouble thinking about what he did to the security guard. Can't also think about the fact he was s*** faced at work and he's a doctor. Too much info. Let's forget that. Can't think about two big problems at once.

What a disgrace tried to get away did not try to help the injured man, while I am aware a Dr is not a Paramedic this is a very poor example.

I see the heavy hitters are moving in for the feast, a Police General.

A fact finding committee to find out who is responsible ?

 

 Ah.....not the driver then. Must be the guard for applying for a job there in the first place.

The initial story said he was coming back to the MOPH in the evening. It did not say why. If you know the MOPH, it is a sprawling complex of buildings and grounds covering a significant area in Nonthaburi.

Really - apart from betting being illegal, so your're speaking figuratively of course, many civil servants fully support populist policies. Don't be too quick to assume!

Possibly. But Mrs.BB used to be a civil servant when first leaving university for a couple of years. Her old bosses came to our wedding and over the a couple got very high. I remember going to one's office to meet before dinner. Last thing he was signing all the prepared documents with several reports presenting them to him. After finishing they all drank a few brandies and ate some snacks. I sat watching from a back corner. At dinner he had a few beers. Not drunk but certainly over the limit.

 

This guy though appeared pissed from the video. Alcoholics are usually beyond driving and semi pissed most of the time. And he seems to have a drink issue. In which case, thank fully, he's probably a bureaucrat who can't do too much damage.

Most of the kind of civil cases don´t reach the court, just because of the fantastic possibility to pay off what you done wrong.
