Civic groups have urged the government to scrap the current welfare smart card scheme and to replace it with a universal state welfare system which is accessible to all groups of low-income earners.

 

Mrs Sureerat Trimakka, coordinator of the People’s Network Moving for Welfare State, told a seminar for welfare reform on Saturday(Nov 18), pointed out that the welfare smart card scheme did not cover all low-income earners who earn less than 30,000 baht a year because they did not have permanent residences and, therefore, were not eligible for registration to receive the smart cards.

 

These low-income earners who are excluded from the scheme do not have access to the universal health care scheme and they will become poor when they turn 60 because they will be unemployed and will not be eligible to state allowance for retirees, said Mrs Sureerat.

Why not make the current welfare card available to people without a permanent residence (adjust the registration procedure)?

 

That would solve the problem also and would not be a huge loss of face for the current government who just rolled out the welfare card a few months ago.

Good idea but that would be too easy for a government which is heavily overloaded with muddled minded officials who never think through the consequences of their actions. Even a small loss of face would be insufferable for them.

Have you ever known a new scheme to be rolled out where it hasn't ended up a stuff-up and had to be later modified one or more times to do the job it was originally intended. The most recent total screw up was the registration of foreign workers. I think even PM Prayut was so embarrassed by that he sacked (transferred) the man responsible.

How do you know they don't earn enough and are "poor" . There's a big black economy with unreported wages.

It was only a short time ago this was started,i suppose like anything complicated it is bound to have a few glitches,though it does seem that if it is intended to help the poorest people,they should have considered that not everyone has a permanent residence,indeed what is actually classed as a permanent  residence,would a rental contract suffice,not everyone has a house and land passed down the generations.

Amazing Thailand! Amazing as in can't ever get anything right. Friend of gf has one. She tells us about it. Certainly seems biased towards those residing in BKK. Initially could be used on BTS. She used it 1 time, then few days later was told by Skytrain staff that it is no longer accepted. Can be used for city buses...but only some buses are equipped with card readers and most of those aren't functional. Free groceries...but only at select, remote, inconvenient (government?) stores and only during certain hours of the day. None of the large chain stores like Lotus, Big C or 7-11 are included. Nice idea, but very poorly planned with typical Thai dysfunction.
