Was just there yesterday for a 10:45am appointment. Sign says for American Citizen Services check in 20 minutes before appointment.  There was no line to enter at that hour.  I think the line is usually for visa services, which start early. Of course, as all things when dealing with the embassy, YMMV.

If you have an appointment, one would think showing proof of that would get you past the queue. However, I have no personal experience of attending the embassy to have a document notarized.

All services at US Embassy are done on appointment.  The line would be to go through security screening. That line just depends on how many are trying to enter.

I don't think it has ever taken me more that 10 or 15 minutes to get past the security check. Very few people waiting for entry that have an appointment for ACS that is a separate line from those getting visas.

On a recent visit to the US ACS section of the consulate I arrived quit early and the check-in officer told me to return 20 minutes before my appointment. Upon returning I was allowed to enter the security area immediately and passed through in a few minutes. from this experience I would suggest arriving no earlier than 30 minutes before your appointment.
