Noisy bar in quiet neighbourhood, people moving out...

A smart man would give up while you are still safe and move. It is not worth it and the complaints of you alone to HQ in Bangkok will get no where. Maybe get you a visit from the locals advising you to move. Save the hassle and move. This is the safest bet.

The bar was shut down.

I just phoned them up , to ask about how much the rent is .

I am looking for a property to open a bar and that location looks ideal

Group together as neighbors and get a lawyer and see what happens?

police or not if there's money to be made you can probably find someone to take the case.

There is no contingency fee arrangements allowed in Thailand so you can always find a lawyer to take the case as long as you are willing to pay a lawyer upfront to take the case whether there actually is a case or not.
