Posted overnight on the Facebook page of Jim Tachinamurphy a visa agent in Penang. I've no idea if this effects all consulates and Embassy's worldwide.

It is a Penang rule not for everywhere.

Multiple entry non-b visas are difficult to get if not impossible at many embassies and consulates.

Obviously It wasn't a rule at Penang until next week. Other than that, any evidence that after next week it isn't rule everywhere because until last night, nobody knew about the change in Penang next week?

Penang (and possibley Kota Bharu) has been the only nearby location issuing multiple entry non-b visas.

They have now tightened up on issuing them it appears. It is not a change for everywhere.

Where can you still apply for a Non-B 1 Year Multiple Entry visa?

I am not aware of anywhere within the region that will issue one. You might have to apply for it in your home country.
