Instead of punishing him (and making him an example showing Thais how bad farangs are) he should get counselling/professional help before he self implodes. Not comfortable with the Mayor who puts up a bounty reward when a foreigner misbehaves - says a lot regarding Thai mentality and attitudes to outsiders.
