In theory there is no issue with importing as an individual. However to take advantage of reduced rates under an FTA all the import documentation needs to be perfect (i.e. no spelling mistakes etc.) and the shipper needs to provide an original Certificate of Origin. It's impractical for a small shipment.

A computer graphics card has a tariff code of 8471.80.70

 

If you go to http://igtf.customs.go.th/igtf/en/main_frame.jsp you will see that it is exempted and therefore will only attract 7% VAT, no duty.

 

If you're going to import via DHL or FEDEX etc., email or call them to confirm prior to shipment and make sure that the invoice declares the goods correctly.

 

Since the value exceeds THB40,000 it will require formal clearance from Customs anyway. They will charge you for that - something in the range of THB1500.
