Non Immigrant "O"-VISA single entry - Vientiane, Laos

Hi, I kindly ask for your help with the following. My friend (canadian passport), and 68 years old with an income of about 75.000 baht monthly... He is doing his VISA-runs (excempt VISA and/or Tourist-VISA) time after time, and I like to help him out.

 

Is it possible for him to buy a Non Immigrant "O" single entry based on retirement up in Vientiane, Laos?? That would be great so I later can guide him to apply for an extension of stay based also on retirement....

 

If Vientiane is not the best option what do you suggest otherwise???

Vientiane want a police clearance and medical certificate to get a non-o visa.

Savannakhet will issue one, He will need proof of his income by way of a statutory declaration done at the Canadian embassy.

Another option is for him to apply for a non immigrant visa at his local immigration office. He would need at least 15 days remaining on his current entry to apply. Plus the statutory declaration to prove his income.

Thank you Joe, I will suggest to him that route. The route of doing an conversation from his Tourist excempt VISA/Toruist-VISA via Non O to an extension of stay based on retirement.
