Are your banks Thai? Assuming they are they would possibly not fund illegal transactions (gambling, even online is illegal here).

Does NY lottery allow players outside the US to play? It's quite possible that it was lotto who decided not to accept your payment.

 

In reality I doubt we will ever know.

The Thai National Lottery is legal, but can you tell what other Thai lotteries are legal?   

 

Yes, plenty of underground numbers lotteries in Thailand, but with the exception of the Thai National Lottery all the rest I'm aware of are illegal (underground) lotteries.
