After:

one month of VOA
three months of Tourist Visa from Hanoi
a month of Visa Run for Aranyaprathet with 3 days in Siem Reap.

 

I do a Visa Run in the same day at Aranyaprathet but I get stuck at the counter on my way back to Thailand and sent to an office where I am interviewed by the IO.

I am asked to show the money I had, if I have a return flight ticket and I am asked to show the contents of the bag that was my baggage. It consisted of a towel and a roll of toilet paper ...

However, the money I possessed was not enough and I did not have a return ticket.

The IO, after taking some photographs of me, gives me the Notification of expulsion. The report compiled by the IO of which I have no copy, was placed in a folder.


Am I blacklisted or not?

Can you explain to me the meaning of the Thai writing on the passport?

The writing is hard to read, but I could make out. 

This is the foreigner and he did not have. ..... (can't make that bit out ) and I think it says you should not enter the country for 2 years. 

 

But I'm not sure. The stamp is very hard to read.

It doesn't say they should not enter for 2 years. It says they cannot enter because of section 12. 2.

As stated above, the official form merely states that the OP is prohibited from entering the Kingdom, the handwritten reason given is a standard one - that he was unable to demonstrate to the IO's satisfaction that he had the means to support himself while in Thailand. Nowhere does it state that he is blacklisted or prohibited from attempting entry again, with or without a TV, at any border post - but clearly he needs to ensure that he can show sufficient money next time - I imagine the standard 20k Baht or equivalent.

Can someone explain why they had to put this ridiculous stamp in passport ? why not telling him to walk back to Cambodia ? They really wanted to make problems ?

Poipet/Aran is a really bad place to try to do a border bounce for a visa exempt entry. You are not blacklisted. However, the prior officially denied entry is bound to mean you get extra scrutiny when entering in the future. You need to get an actual tourist visa (perhaps, in Vientiane, though it is a long journey overland from Poipet) and ensure you have 20,000 baht equivalent in cash before attempting your next entry.

The OP should carry 20K cash when attempting to re-enter, but it should be made clear that they could still be denied entry under 12.2.

 

Additional proof of how they can fund such a long ‘holiday’ would possibly help more to placate immigration.

Yes, that border-crossing is staffed by people who have the same mind-set as the IOs making problems for people in many airports.  They went to the trouble to "teach him" for being "too long" in Thailand.   They get some sort of sick satisfaction from this, it seems.

 

When leaving at that crossing, I was told that I would not be allowed to enter Thailand by land - even with a valid Tourist Visa - and "must fly in."  This is not true of course - just a set-up so their like-minded types at the airport could possibly detain me, force me onto a flight to who knows where, etc.  I ignored this misinformation, and returned via another land-border without any issue. 

 

Anyone here for more than a couple weeks should never use the Poipet/Aranyaprathet border crossing - with or without a Tourist Visa.  Even those on Non-O Multi-Entry visas (based on marriage) have been given a hard-time - told they "must fly in" etc.  Thank goodness this clique doesn't control all points of entry to Thailand - for the sake of the Thais who get our business, as well as ourselves.

One option would be to spend a week in Phnom Penh getting a Tourist Visa, but they are more strict than in the past, and might not do it due to the denied-entry stamp. 

 

Another option - probably the best - would be a TouristVisa from Savannakhet, which is closer by road than Vientiane (~9 hours closer) - but you will need to print out a hotel-booking (free online) plus a bank-statement (20K Baht worth - any country/currency), plus proof of transport out of Thailand within 90-days (can be a bus ticket or air).  None of those proofs would be needed in Vientiane.

 

A 3rd, possible option, would be to try a Visa-Exempt entry at Ban Packard or Ban Laem - either of which you can get to via Poipet->Battambang(bus) -> Border (shared-taxi) - or you could hire a private taxi in Poipet and go direct.  As a rule, they don't ask to see the 20K cash at that entry-point, but given that stamp in your passport, I would be sure to have it.  Further proof of income/money overseas might also help.
