I am currently in bangkok, what is the best place to apply setv were i NOT need fly out/in tickets...  basicly where i just pay the fee?

Vientiane Laos does not require tickets or financial proof.

Yes what I mean is when u feel like gonna get red stamp soon. there is savannakhet ?

Apply one day pick up the next, if applying on a friday the pick up day will be monday

No. You apply in the morning of day 1 (before 11:30) and collect the next day (after 13:30).

 

It’s best to avoid Monday’s and Thursday’s. They are the busiest days because the Bangkok visa run companies are there. Friday’s are generally the quietest, and a good option if you fancy the weekend in Vientiane.
