Visa extension deposit: secure credit card?

For retirees unable to meet requirements for an unsecured credit card, perhaps the B800k deposit (or 400k) used for the retirement/marriage extension could as well be used as security for a secured credit card?

Some people have had their extensions denied because the amount used for to secure the card is not immediately available.

Also some banks with exclude the amount for the security from the letter they write to prove your account.
