Several of the photos of Prayuth strutting the world stage, show other heads of governments trying very hard not to be near him, or (as in the case of Shinzo Abe), looking as though Prayuth disgusts him. They don't say so of course, that isn't the way things are done in diplomacy, but the body language is clear enough. While I'm sure you're right in saying that the world pays no real attention to Thailand, none-the-less, Prayuth does try to buddy up to world leaders for his own PR purposes back home, and I suspect it is this that annoys them. However, since This Is Thailand, more likely the driver of the car...leaning way over, eyes totally not on the road and on the video and motorbike.
