Yes you can but I believe only if you have a five years Thai license. Not for a 1 year one. Oh and it is a permit not a license and cannot be used alone, technically.

Not correct. You can get one issued in Thailand based on your 5 year Thai DL.

Great stuff, although I am lost as to what purpose you need one for.
Is it to use your Thai license outside of Thailand instead of your home country license?

I see 2 main reasons why to ask for one:

  1. You not have an license , and have only made driver license in Thailand.
  2. To ask for a International Driver License from your Home country is complicated or even impossible as you not register there anymore.

It's all very simple. I live in Thailand and have a Thai DL. I will soon go to another Asian country on holiday where I will rent a car. According to what I've found on the net an International DL is required.

There, mystery solved.

Are you aware that Thai license is accepted in asean countries without an IDP
