1. Where can I get Non-O based on birth certificate copy and tabien ban copy (of my baby) without any proof of funds? Vientiane? Savannakhet? Kuala Lumpur? Penang?
2. Where can I get multiple Non-O with the same set of docs but if I come to embassy with my baby and Thai girlfriend?

I know that similar questions have been asked many times. I just need to get some fresh info to exclude some sorts of surprises on coming to embassy.

You will not get a multi entry non - O in neighbouring countries if not married to the mother or been through court to be the legal father. 

You can get a single entry non - O to visit your child that can be exentended by 60 days at immigration. 

Vientiane would be easiest.

When the child was born I went to amphor and police station with the mother and the child, sign many papers in Thai that I am the father. Am I a legal father or not? How can I check this? Thank you.

Penang will issue a multiple entry non-o if you can show 400k baht in the bank and/or a income of 40k baht.

What if I just want to try to get Multiple Non-O ? They will simply give me Single Non-O instead or I will have to apply for the Single Non-O on the next working day?

Unless policies have (again) changed in Penang, they will not accept your application and payment unless you meet the requirements for the visa. Thus, if they deny a multiple entry Non O, you can ask on the spot if you can change the application to be for a single entry. Be aware, however, that Penang will probably want proof of some money in the bank even for a single entry Non O.
