Courts, not police, would punish drivers without licences, public assured

Now that would work ……...however it is still down to the Copper on the Roadside being scrupulously honest...………….Never in my experience here. owever it will heighten the  Police desire to make it corrupt as they see a cash cow being taken away , if the COURTS have the say on the fine . 

How about retrain police. Use the on duty full time cameras and pay them all 45000 baht a month. Instal a norwegian anti corrupt office to action on police complaints.

Etc etc. Running a country should be so essy. Free money. Power to do whatever you like. How can it go so wrong?

It is presently illegal to for police and other Thai public servants to accept bribes for anything.  It is also illegal to engage in prostitution in Thailand.  It is also almost impossible for a  single party governments to stay in power if the subordinates do not enjoy a bit/lot of graft.  That is unless you are a "Great Dictator"  who just shoots anybody who does not carry out orders.  Yes "The great dictator".   Can't quite think of his name was around 80 or 90 year ago in Europe.
