An O-A can only be issued at the embassy of your home country or country of residence.

You are talking about extension of stay from immigration that requires 65.000 baht income or 800.000 in bank or a combination.

I recommend getting an O-A visa in London.

Each entry will give you one year permission of stay, utilized right you're good for two years.

O-A Visa (12 month) is obtained in home country, O Visa (90 day) is the one you get in Thailand, conversion from tourist. I think Initial funds for extension only need 60 days in the bank.

It is possible to open a bank account with a tourist visa you just have to try different banks and different branches of the same bank.

Getting a proof of address from your embassy will help at many banks.
