From here https://www.matichon.co.th/local/quality-life/news_1159327 (in Thai) On October 2nd Major General Ashin Kwanmat, the governor of Bangkok (BMA) said after the problem of the drainage system at the mouth of Soi Vibhavadi Rangsit 44. Rain floods flooded Bang Khen roundabout area. It is about 20 centimeters and it takes 2 hours to tap the water that Bangkok is building ponds. (Waterbank) completed because the contractor did not deliver to Bangkok so BMA officials have no key to start the pump, so has ordered a spare key. This problem should not occur. It is a mistake by Bangkok. The Chatuchak and Laksi areas flooded. There is more than 100 mm (mm) of rain, but there is not enough time to drain while the monsoon is raining. Bangkok is ready to process the entire process.

Thian
Sack that contractor and let him pay for the rebuilding of the system. 2 hours to pump 20 cm of water is not acceptable. One day the roads will be covered with floating new cars....people might even drawn in the floodwater and it's all to blame to the authorities who didn't do their job.
