Hi everybody, I am a citizen of Morocco and not a resident of Malaysia, do you know if i'm eligible to apply for a single tourist visa in the Penang's Thai consulate?

Yes you appear to be eligible to apply as Morocco is not on the list of prohibited countries.

Yes, isn't that list for Kuala Lumpur embassy only? I don't think it concerns Penang too...

It applies to the consulate in Penang since they are under the embassies authority.

If you click on visa under services on the Penang website it takes you to the embassy website,  http://www.thaiembassy.org/penang/th/home
