The improving economy was partially due to world events that Thaksin and Thailand did not significantly influence. However decisions on where to spend the money made available by the growing economy were due to Thaksin. Unlike earlier leaders, Thaksin chose to spend a significant amount of available money in the poor regions where the majority of Thais live instead of keeping almost all of it in Bangkok.
