WASHINGTON (Reuters) - U.S. President Donald Trump's planned U.S. Space Command should seek to develop ways for the country's military to operate in outer space, White House advisers recommended on Tuesday, with the government hoping to secure approval for it by 2020.

The National Space Council, a White House advisory panel, recommended a review of existing legal issues for military space operations and unveiled proposed legislation for Congress to create and fund a separate space agency to oversee commercial activities.

The council's recommendations were made at a meeting on Tuesday at the National Defense University in Washington.

Speaking at the meeting, Vice President Mike Pence said the White House will include funding for the Space Command in the budget proposal next year, with the goal of getting approval from Congress so it can be in place by 2020.

Pence said the National Space Council and National Security Council will review space operational authorities "to ensure that our warfighters have the freedom and flexibility they need to deter and defeat any threat to our security in the rapidly evolving battlefield of space."

A lack of centralized leadership and accountability threatened U.S. ability to "advance our national security in space," Pence said. "The time has come to stop studying the problem and start fixing it."

The Trump administration in August announced an ambitious plan to usher in a new "Space Force" as the sixth branch of the military by 2020. Such a change, which the Defense Department has estimated would cost $13 billon in the first five years, must first be approved by Congress.

Pence said at an earlier Washington Post forum that China and Russia have established similar space forces. "This is what our competitors are already doing. And the president is determined to make sure that America leads in space, as well, from a military standpoint," he said.

Critics, including some Democratic lawmakers, have said the creation of Space Command is an unnecessary and expensive bureaucratic endeavor that would simply shift work already being done well by other services like the Air Force.

The proposed bill would also create the Bureau of Space Commerce under the U.S. Department of Commerce to liaise with industry representatives and organizations, according to a copy provided to Reuters. It also calls for $10 million per year for five years starting in 2020 to fund the commerce arm.

The headline triggered my memory of the verse of a well-known, but amended song:

This is Ground Control to Major Tom Trump
You've really hardly made the grade
And the papers want to know whose shirts hair you wear
Now it's time to leave the capsule your Twitter feed if you dare

Can we blast trump into outer space without benefit of a space capsule

Hopefully It will not be built by the lowest bidder.

He could get one from North Korea and Kim has some expertise on blasting people off on rockets.

Actually nothing will be built...except new headquarters for this new branch of the army!

If these headquarters were built along the Mexican border, maybe Trump could kill two birds with one stone: the headquarters back wall could double as a border wall!

Meanwhile it seems necessary to remind Trump that American astronauts have to rely on Uber/Russia to get to the space station!

What's the point of having a space force when you don't have spaceships (and you won't develop them in a couple of years for sure)?

Very cute reply! It's a shame that there will be at four US commercial companies firing crews into space in the next couple of years as well as Spacex and ULA developing larger and more efficient "lift" vehicles for the military and commercial customers! The "shame" is Op's rely on "fruit Loop" cereal boxes for their science information! ????????

Let's just wait and see...

Richard Branson, for one, has promised commercial space flights for a very long time, even booking seats for some happy few (James Lovelock among them) who may well die of old age before even seeing the ever postponed shuttle.

Besides, chest thumping (about yet not achieved projects) seems a bit out of place for a country which, almost 50 years ago, was sending men on the Moon twice a year...and is nowadays importing its rocket engines from Russia!

NASA and the American nanny state have effectively blocked America from ever returning to space in their own ships.

NASA is determined to block all potential competitors, with the aid of Congress and the law.

The nanny state, is no longer allowing explorers and adventurers to take any risks.

And the law will severely punish any organization where Americans are injured or killed with punitive damages.

America is finished in space.

China, India and Russia will continue to advance as they are prepared to lose a few lives on the way.

Watch this Space! The Americans may have been the first on the Moon, but as a literally shining example of its great technological leap forward the cheeky Chinese are planning to create a new moon of their very own.

Follow that, Donald!

555 So, mercenary companies taking care of the Space Command, the Military - Industrial Complex expands to a new frontier. Meanwhile, excuse me...about my Social Security and Medicare?

Too much George Jetson, Rocket Robin Hood and Star Wars in his youth as far as I am concerned. Either that or he is trying to take a page out of Saint Ronald Regan and is trying to spend Rusia into the ground and bankrupt them while they try to keep up to the US in military spending/advancements.
