Due to the pending crack downs January 1st ..... i am currently on retirement status but no longer can meet the financial requirements...can i return to my former none O that i used to use by going to Lao immigration.

What crackdown are you writing about? If you mean not being able to get proof of income from your embassy that is not really a crackdown by anybody.

On what basis would you be applying for the non-o visa. The most you could get based upon retirement would be a single entry non-o visa and that would require financial proof.

I have using agents down patts.for several years....paying 12.000 a shot on retirement which my ex sorted for me...come 21st Jan i wont be able to do this OK... i live Surin so its a short trip back to LAO on marriage visa which  i can do financially with my new partner .

If you've legally remarried, then you can obtain a Non Imm O ME Visa from Savannakhet with no financial proof.

You will have to make 90 day border runs.

You can extend and of the 90 day entries by 60 days (1,900 baht), if you want longer between border runs.

No evidence thus-far that agent-service for extensions is going away.  It is entirely possible the letter-issue was designed to increase agent-use (thereby increasing agent-kickbacks).

A 1-Year Non-O-ME is how I avoided paying agents, as I could not get an extension based on marriage without one (to spite meeting all published criteria), where I lived at the time.  It's a good workaround (for as long as it remains available).

Where do you do your 90 days & do you pay extra by topping up with an extra 60 as mentioned by another BM ?

A multi entry Non Imm O Visa. Valid 1 year.

Can be issued to those married to a Thai, or have Thai family. This Visa allows unlimited 90 day entries before the ‘enter before’ date of the Visa, at which point this Visa is ‘used’. You cannot make 90 day reports at Immigration, you must leave and re-enter Thailand to obtain another 90 days permission to stay. You can extend each 90 day permission to stay one time by 60 days (at Immigration, 1,900 baht) for the purpose of visiting a Thai wife or child and the relationship is de jure and defacto.

If used correctly, you can stay in Thailand for almost 17 months with this Visa type with only 3 border crossings.

Laos and back (nearest border to me) for 90-days.  It's never an issue, though one guy became "concerned" and started asking how long I intended to stay in Thailand - until he saw I had the Non-O ME Visa. 

 

I don't do the 60-day extension, since a border-run is about the same cost for 90-days and not far away - but might on my last entry - and see what they want for a 1-year extension at that time. 

 

Without a USA Embassy letter, maybe I can do income-method for an annual-extension, or maybe not.  I could go get the letter now to use in early 2019, then see what they say - but would be lousy if I went to that trouble for nothing.  It would be ironic if I moved away from a corrupt family-desk/office, only to then have my means of showing income (legit) taken away when in the jurisdiction of a better office. 

The whole thing (letter-change and my past-experience) is very off-putting, and makes me think the Non-O-ME method is better than involving myself with immigration any more than absolutely necessary.  Keeping my TM-30 current is all I do with them, currently.
