In the real world, will tenants be fending for themselves?

TV published this law which has been in effect since May. But my multi keeps charging i. 8 THB per kw/h and ii. 150 THB despite taking water meter readings. And there is no proper bill.

Last question, bed bugs. Will this be the tenants' issue?

Just wondering how these things are handled in the real world.

The notice regarding 8 THB per kw/h is posted for all to see on the PM's window. And in 2005, I had to pay 10 THB per kw/h elsewhere.
