Has anything recently changed with the TYPE O Marriage requirements in Savannakhet Laos concerning NOT needing 400,000 Thai Baht in a Thai bank account ?    Also could you please provide me with a link to all the current requirements in Savannakhet and how one is to make an appointment with a Thai wife.

No there have been no changes. No financials needed.

You don't/cant make an appointment. You have to show up and queue. You need to apply in the morning of day 1, and return in the afternoon of day 2 to collect your passport/visa. Your wife does not need to go with you.

You need:

  • Copies of your passport ID page and Laos entry stamp.
  • Original and copy of your marriage certificate.
  • Copies of you wife's ID and Tabian Baan (house registration book)
  • Photo

It's my understanding if your requesting METV for marriage that during your non o you can convert in country for long term visa based marriage when you qualify with money in bank or monthly income. But ask the experts or immigration.

It is a multiple entry non immigrant visa not a multiple entry tourist visa (METV).

A one year extension of stay based upon marriage can be applied for during the last 30 days of any of the 90 day entries from the visa. I think the OP is aware it is possible since they mentioned the 400k baht requirement to apply for one.

This visa i have now came from the L.A. Embassy in America. So would it be a extension of stay when my one year visa ends about July of 2019? So i need to have the blue book not my yellow book. A little confused. Am i applying in Laos for a new visa or a extension of stay on the visa i have now ? I would like NOT to put the money in my Thai bank account if possible. Also with this insurance rumor myself being 62 too old to apply will i need to purchase insurance for my visa later ?

You would apply for an extension based upon marriage at immigration not at Savannakhet. For that you would need the 400k baht in a Thai bank for 2 months on the day your apply or proof of 40k baht income. You could apply for the extension during the last 30 days of any of the 90 day entries from your visa.

You would be applying for a new multiple entry non-o visa at the consulate in Savannakhet.

Immigration, embassies and consulate have no interest in your yellow house book. They only want to see a copy your wife's house book registry.

Sorry for so many questions just confused . This is my first time and do not wish to make a mistake. Can i apply for a NEW multiple entry non-o visa in Savannakhet Laos and NOT a extension of my older visa if i wish to ? Am i stuck with only now getting a extension ? I live in Petchabun Province my wife's home. I would prefer if possible at this time NOT having the money in the Thai bank and just applying for a NEW visa in Savannakket if that is still possible. And if not do i go to Petchabun city for the extension and what more paper work would i need ?

Thank you so much for the quick reply. Yes i would prefer to just have a NEW visa made if possible without the money needed right now. Besides i want to visit Laos again. Ok one more question for today. So do i need to update the Blue Book before i go to Laos lets say in June 2019 ? I had my name added to the BLUE BOOK about a year ago.

Blue house books are not updated. Only new registrations are added to it. So that is not needed or possible.

You will not need to get new one until about October if you get a new entry from your visa just before it expires. You can also apply for a 60 day extension of that last 90 day entry to visit your wife at a immigration office.
