Can anybody confirm whether the Thai consulate in Penang is open Wednesday 2nd January? Or are they taking a long weekend?

They will be open on Wednesday. You can be sure they will be busy though since they will of been closed since Friday of last week.

They have not posted their holidays for 2019 yet, but I took a look at their 2018 announcement, which shows they took Jan 2nd 2018 in lieu of NYE, which fell on a Sunday. This time they have already taken NYE and NYD, had a long weekend and I would expect Wednesday 2nd, 2019 to be a normal working day.
