Best consulate in the area to apply for a thai tourist Visa (Chinese citizen)

I am trying to help a good friend of mine. He went to Phnom Phen to apply for a single entry tourist Visa and they asked him for proof he was a resident in Cambodia. Apparently at least for Chinese one cannot apply for tourist visas in Phnom Phen unless you are a resident in Cambodia. Can anyone tell me if it is the same for the other consulates in the region?

It is my understanding that China is one of the countries where application for Thai visas can only be made in their home country (or country of residence). Even in Hong Kong, a copy of a Hong Kong/Macau resident ID card is a requirement.

 

The best that can be achieved without a trip to home country is to arrive in Thailand without a visa, and apply for a (15 day) visa on arrival. I am assuming this would be of no use to your friend.

There is no extension of it. An extension can be applied for, the fee of 1900 baht paid and then 7 days to leave the country will be granted after the application is denied.
