begging is quiet lucrative when being organized as gang style in tourist spots plus social welfare card, plus travel allowance ...... in  europe the roma do it .

How does this work? A Beggar presumable got no money right? How in the name of satan is one coming up with THB 10,000 Doesn't make sense, why not put them in jail from the word go . Free board and food ,ok bad but can live.

Officials have duty of care. I'm not quite sure where making the Gestapo look like Samaritans fits into the grand plan

Begging is a business. Prime spots are subject to "rent" payments to local gangs and  officials. People are trafficked in to beg. Cripples and disfigured kids are  big earners. 

Thailand is a prosperous nation. Although there is "poverty" there is  no destitution. Thais do not need to beg, nor work in a beer bar nor sell their bodies. That is why Cambodians, Laotians, Burmese are trafficked in to work these jobs.
