I will be trying to renew my one year extension based on marriage soon. 

 

The stamp I have on my passport says "Application of stay is permitted up to 16 APR 2019. Applicant must leave the kingdom within the date specified" 

 

1. How many days before the 16th APR 2019 should I do this renewal?

 

2. Is there such thing as extending my current one year extension for 90 days, and then applying for a new one year extension before those 90 days are up?

 

3. Can I leave leave the country on the 15th of APR and return on the 16th of APR, get another 90 days + another 90 day extension, and then apply for a one year extension? 

 

I'm not really sure what is the easiest and most cost effective way to do this?

You could do that at least 30 days prior to this due date if conditions met (proof of financials).

Practically I would suggest to go two weeks before the due date (which is the last day of the Songkran holidays). You can then pick up your new extension about two weeks after Songkran.

 

I have no idea why you consider the other options (which do not work as described with 90 days)? A lot of hassle to restart the extension, getting a proper Non O visa (state) etc.

What's the idea behind?

AND: DO NOT plan any travel during this period around Songkran holidays.

Terrible traffic and dangerous.

I plan as little traveling as possible between about Apr 11 to 18.

1. You can apply up to 30 day early or 45 days at some offices. Best to do it at least a couple of weeks early in case you are short something needed.

2. You could apply for a 60 day extension to visit your wife and then apply for the one year extension. 

3. No you cannot.
