BANGKOK, 2nd February 2019 (NNT) - The National Legislative Assembly (NLA) has passed into law the draft Ethical Standards Bill which provides civil servants, state authorities, and governing bodies with ethical guidelines.

 

The Thai lawmakers approved the Ethical Standards Act in the third and final reading to ensure ethics and morality among state officials.

 

Section 5 of the law stipulates that public servants and government officials protect the three main institutions of Thailand – the nation, religion, and the monarchy – and that they must adhere to the code of conduct while upholding impartiality and professionalism.

 

Under Sector 8, an ethical standards committee will be appointed with the prime minister as head of the 6-member committee to consist of representatives from each sector of the government.

 

The law mandates the government support ethical promotion activities and offer incentives to help government officers maintain their ethical vows.

 

The Ethical Standards Act will be assessed every five years or earlier if needs be.

The important word there is guidelines. Its not in any way enforceable and will simply be ignored. The very idea that you can take corrupt, immoral, criminal and devious individuals and transform them with a Bill is just plain stupid. Stipulating that they must protect certain institutions, regardless of their frailties and faults demonstrates how little ethics come into it.

On the front cover of the bill, is the name :  "Ethical Standards"......there's nothing inside!

This will take a long time to change as culture/society depends on a lot of things to change. All everyone does all over is rinse and repeat as no "new" behavior are taught/learned. People will continue to do what they have been doing as the new "generation" is taught or learns old outdated ways for the betterment of that current society.

An other do as I say instead do as I do piece of wisdom from those in power. How about enforcing laws without bias and not ONLY going after corruption of your enemies but also that on your own side. (applies for whoever is in power here)

Gets me as he is everything far away from being ethical when it comes to the Nation. The Nation is everyone from poor to wealthy, every political party and group, workers as the Press, and so much more. And even the suppression of some basic human rights over the course of time he has been in power is a black mark against the Nation. The Nation should also be more receptive to allowing mid- long term foreigners long term visa's or easy residencies so to not ever worry about not being with their families as continually worrying about being kicked out at the next new silly rule thrown up in the foreigners faces.

Ethical is not tearing families apart, but making it better for them to be together.. 

 

Besides Thai of the norm, the Nation is also made up of all kinds of Mountain people (second class no citizenship), expats, immigrants, non immigrants from bordering countries for work, and it is not just Thai Thai Thai Thai, bring your money, and then leave! Some of the absolute best schools and hospitals were set up by foreigners hundreds of years ago. Not by them!

 

But his Nation is the Junta's, old wealth, himself and double standards in this area that are not even fair to his fellow Thai. There is no looking eye to eye.

 

So yes, he does back Royalty and religion, but ethical regarding the nation is a contradiction in some ways..

Well we have to wait about 2 generations if this is really to be implemented - because we will have to start at birth.

A piece of paper with guidelines that can never be enforced is kind of useless.
The only thing this APPOINTED “committee” - speak their cronies - will be used for is getting rid of political enemies.

Its a shame that when the NLA members were elected they didn't follow their own ethical guideline ????

 

When the NCPO read the names of the NLA members a week after the enactment of the Interim Charter, the public was disappointed. The list was comprised of three categories: the military, the bureaucrats, and the PDRC supporters. Out of 200 members, 105 were from the Army, Navy, Air Force, and the Ministry of Defense. Cronyism is obvious. A younger brother of Prayuth, General Preecha Chan-Ocha, was appointed, as were his friends from the cadet school. A close-aide of Prem Tinnasulanont, the Chairman of the Privy Council, is in too.

Other members of the Assembly are senior bureaucrats. Although some are prominent lawyers from the Council of State and the Administrative Court, others are just unheard of. Their contribution to the NLA is doubtful. Furthermore, positions were given to the PDRC supporters who had joined in toppling Yingluck and inviting the coup: former senators, presidents of public universities, as well as regular speakers at PDRC protests. The daughter of Field Marshall Thanom Kittikajorn, the dictator who had ordered a massacre of university students in 1973, was also chosen. She is infamous for rigorously defending military intervention. Ironically, the strong believers of undemocratic change of regime are teaching the country democracy.

Lets start with the most recent and serious ''dirty little secret'' the filthy air we breath, this problem was exposed because of a few whistle blowers and social media....... Cival servants are too busy grandstanding and showboating with back slapping  photo opps to get their hands dirty with the hard work and commitment to improve this Nation..

How much time is wasted writing and publishing these useless documents and how much time passes having meetings pretending they must be studied?

....its so many "amazing Thailand" thing popping up these days so its clearly election time.....eh soon
