Maybe what I'm about to say is common knowledge to many, but I figured I'd share my experience. 

 

I have that stamp (mine is in blue ink, but it's the same as having it in red, no?) in my passport that pretty much says I like to visit Thailand a lot (too much). 

 

I tried Savannakhet because I heard it was an "easy" consulate. But the guy at the consulate window wouldn't even take my application when he saw the blue stamp in my passport.

 

I suppose, in a way, it was generous of him, as I hear that some consulates take your 1000 baht and then smear your passport with a "VOID" stamp. 

 

It seems that scoring another Tourist visa is doubtful/impossible right now if you have a red/blue stamp. Even at an "easy" consulate like Savannakhet. 

 

Figured I'd let people know...it might spare someone a wasted trip.
 

Yes, you could have saved yourself the trip, we, for example, put it on our website: Remark: if you already have a warning stamp from Penang/Malaysia or Vientiane/Laos than Savannakhet/Laos can not issue you another Tourist Visa, however a Non Immigrant can be applied anywhere.

Was the "remark stamp" from Vientiane? 

I got a SETV OK there a couple years back with a remark-stamp from the Phonom Penh consulate. 

It could be a policy-change, or could be that they honor the remark-stamp from the Vientiane consulate (as they are under their jurisdiction).

 

Savannakhet has not been "easy" for some time, though - wanted to see bank-money + flight + proof of where I was staying, when I applied then.
