He needs a minimum of 21 days left on his visa to do a change to a "B" visa. In order to do an extension of stay based on business he needs a work permit.

The best solution is to send him to KL or Singapore with your company paperwork and a invitation letter for him to work. He will get a 90 day visa and then apply for a work permit.

No it would not be. He only can work once he gets a work permit or he gets a 15 day exemption for the following work..
