For anyone still following this thread. The Yellow Book has been very useful to me. I just got a a motorbike license and I didn't need a residence certificate (which can be a convoluted process). I have also used it to buy the motorbike along with the pink ID card. 

The combo of the ID card and the yellow book makes you have documents the same as a Thai would use just with a different colour.

    More fool you, i paid nothing, got my yellow book in under 30 minutes, no translation of passport, or anything thing else.
