I plan to go to Vietnam to apply for a parent of a Thai child visa. What paperwork do I need and what are the consulate fees?

Are you wanting a single or multiple entry non-o visa? As far as I know they will only do a single entry based upon being the parent of a Thai.

You will need your child's birth, copy of it and a copy of their house book registry.

The fee is $80 US for a single entry or $200 for a multiple entry.

I wish to apply for a visa based upon being the parent of a Thai child. Changing from a retirement visa/extension. What forms do I need to do this?

Same required documents as I wrote before and the standard visa application form. HCMC visa application form.pdf

 

If you plan on applying for an extension of stay based upon being the parent of a Thai at immigration you will need to be the legal father of your child by way of marriage or legitimization of your parenthood.

Is the non o for Thai child available in Hanoi also?  Their website doesn’t say anything in English about Thai child non o.  I just plan to get a single entry.

They will do one.

Tut is hard find any info on their website.

Guardian visa obtained form foreign consulate, can you do annual extension from then on in Thailand?

What are you calling a guardian visa. Their is actually not one.

The can be issued for being a member of a family living here or for being the parent of a Thai and etc.

Yes. As @ubonjoe explained, you must either have been married to the mother at the time of the birth, or be legitimised as the father in order to apply for the annual extension. Otherwise, the requirements are similar to those when applying for an extension based on marriage to a Thai, including the same financial requirement.

Is the extension process (father of a Thai child) similar to an annual retirement extension or marriage extension (send to Bangkok etc) ?

May I ask what does "legitimization of your parenthood" mean and how does one go about it?
