It's not hard to imagine that some of the personnel onboard suffer from the same syndrome we so often see demonstrated hereabouts. Sufferers will do anything they can to sabotage the elected Commander in Chief. That's probably the mental health issue he's looking into. And, I mean... Just look at all the lefties that have even left the USA thinking they're getting one over on Trump. With so many of them coming back with their tails between their legs. Then there's the lefties following ICE around and harassing them as if that's the best use of their time and limited talents. Screen the personnel as they do, I'm sure some of them end up on the ships, suffering from the same delusions they suffer from on land.
