You cannot get a OA long stay visa in Phnom Phen unless Cambodia is your home country or country of legal residence.

You just need a single entry non-o visa and that is even hard to get in Phnom Penh. Vientiane or Savannakhet would be a better choice.

Good luck with london online application ...I’ve been trying to input certain bits of the online form for two weeks on and off and it’s still proving troublesome
