Makes no difference where you are located, so long as you know their screen name or the phone number used to set up their LINE account

 

To the OP, see if LINE on your phone works first, sometimes the PC version can be a little wonky

well I tried and no phone number worked 

Working fine this morning on both PC & phone.

Hello yesterday i reinstalled Line but still did not work , This morning it was all ok ,

so a mystery to what happened.
