I got my one year multiple entry on June 27th 2019 and will have to leave the country on Sept 24th for another stamp, The question is when can I go to immigration to apply for a one year extension of stay so I don't have to leave the country.

You can't. Your visa first needs to be converted to a Non-Imm O visa which can be done by immigration in Thailand.

You will have to be married, or, over 50. Then there are the financial requirements depending on your situation.

With the 400k, I presume you are going for the extension by reason of marriage?

You can apply for the extension based on marriage within the last 30 days of any of the 90 days entries.

The Non O ME Visa is valid for 1 year, during which time you can make multiple exits/re-entries, but must leave every 90 days to obtain another 90 days.

An extension is a permit (not a Visa) and you can make 90 day reports at Immigration, but if for any reason you need to leave the Country during that 12 month period you'll need a separate re-entry permit (single 1,000 baht, multiple 3,800 baht) to keep any remaining permission of stay valid.

Changing from your current Visa to an extension 3 months after the Visa was issued may not be practical if you have any plans to travel. You also have the option to extend each 90 day entry by another 60 days on the Non O Visa.

How many times can you extend the 90 day entry by another 60 days on the Non O Visa?

You can only apply for the 60 day extension once per 90 day entry.

You can apply for one 60 day extension for every 90 day entry from the visa.

Once for each 90 day entry = 150 days before doing a border run.

You can stay for almost 17 months on the Non O ME, with 3 x 60 day extensions and only 3 border runs.
