Clearly Prayut and his associates are unfit to govern. Safety and disaster recovery are fundamental activities of good government. Toon has to run to get money for the government hospitals and this actor Bin has been out there helping and also raising money for flood victims for the last 2-3 days. Now, to solely save face, Napoleon has decided to have a TV show [he won't get his feet wet, for sure] to have money sent to his Relief Fund while the government fiddles. For FY 2020 Bt431 billion was reserved for "unexpected spending" in the future such as emergency and debt management. The government set the central budget contingency fund at Bt518 billion. The budget under the direct purview of PM Prayut is Bt100 billion. https://www.nationthailand.com/news/30375803 With the Defense Ministry getting Bt233 billion for FY 2020, its total public funding since the 2014 military coup (through FY 2019 it was Bt949 billion - http://www.nationmultimedia.com/detail/politics/30347160 ) exceeds Bt1.1 trillion! And at the border an immigration officer is obliged to stamp this person's passport with a smile and a wai . I know ,I know ...too stingy and selfish to do that !
